Accreditation of qualification assessment centers

During accreditation of the center, principles such as voluntariness, fairness and neutrality, prevention of conflicts of interest, transparency, equality, and confidentiality are observed, and the center’s compliance with established criteria, indicators, requirements, and standards is officially confirmed.

The Institute for the Development of the National Qualifications System under the National Agency for Quality Assurance in Education under the Administration of the President of the Republic of Uzbekistan is the authorized body for accreditation of qualification assessment centers.

To use the state service for accreditation of a qualification assessment center, applicants must either personally visit the Public Services Center or register electronically via the Unified Interactive Public Services Portal (UIPSP) of the Republic of Uzbekistan and complete the application form.

The following documents must be attached electronically (in PDF, PNG, or JPEG format) to the application:

• Document confirming that the applicant is the Center Director or an authorized representative;
• Certificate of the Center’s registration as a legal entity;
• Recommendation of the Sectoral Council for Professional Qualification Development for the Center’s accreditation;
• Information on at least three candidates planned to be engaged as assessment experts for the relevant profession (qualification);
• Assessment tools developed for professions (qualifications) intended for independent skills evaluation.

Soʻrovnoma va unga ilova qilingan hujjatlarda kamchiliklar aniqlanmaganda vakolatli organning koʻrsatmasiga muvofiq Akkreditatsiya guruhi Markazni joyiga chiqib yoki masofadan turib oʻrganadi. Akkreditatsiya guruhi — Markazni akkreditatsiyadan oʻtkazish uchun joyiga chiqib yoki masofadan turib oʻrganuvchi malakali mutaxassislar hamda ekspertlardan iborat guruh.

The Accreditation Group examines the following:

• Whether the Center is organized according to a model structure and equipped with the necessary facilities and furniture;
• Whether the Center has its own official website and sufficient computer sets for conducting professional exams;
• Technical capabilities for live online broadcasting of professional examinations via the Center’s official website or the Internet, as well as recording with audio and video;
• Availability of necessary tools, equipment, and other facilities based on the specifics of the profession (qualification) for conducting professional examinations;

• Compliance of the professional exam area with occupational safety, industrial, technical and fire safety standards, as well as sanitary rules, norms, and hygiene requirements.

The Accreditation Group may examine other aspects, with the permission of the authorized body, based on the specifics of the profession (qualification).

Akkreditatsiya guruhi oʻrganish natijasi boʻyicha Markazni akkreditatsiyadan oʻtkazishning maqsadga muvofiqligi yoki maqsadga muvofiq emasligi toʻgʻrisida uch nusxada xulosa tuzadi.

An Accreditation Commission consisting of seven qualified specialists and experts is formed to review the Accreditation Group’s conclusions and make the final decision.

The Accreditation Commission reviews the conclusions of the Accreditation Group within five working days and makes one of the following decisions:

• To issue a certificate confirming that the Center has passed accreditation;
• To refuse issuance of a certificate confirming that the Center has passed accreditation.

When the Accreditation Commission decides to issue a certificate confirming the Center’s accreditation, the authorized body formally issues the certificate in the prescribed form, affixes a QR code (matrix barcode), and sends it to the applicant via the Public Services Center or UIPSP.

The applicant personally obtains the accreditation certificate by visiting the Public Services Center or downloading it from the UIPSP.

The accreditation certificate is valid for five years.
