Professional standard draft review

Professional standard drafts submitted by the sectoral qualification councils are reviewed by an expert group established at the Institute for the Development of the National Qualification System. The group may include field specialists, employers, representatives of educational institutions, and institute staff.

Submitted drafts are reviewed within 10 days.

Drafts are reviewed according to the evaluation criteria for professional standard drafts, taking into account the following:

• Compliance of the professional standard content with legislative requirements;
• Alignment of qualification levels with National and Sectoral Qualification Framework requirements;
• Clarity and comprehensiveness of labor functions and tasks within professional activity and conformity with modern trends;
• Reflection of labor market demands and employers’ needs;
• Possibilities for use in the development of curricula and qualification assessment systems;
• Formalization of the draft in accordance with the professional standard form approved by the Republican Council for the Development of Professional Qualifications.

Drafts deemed compliant with all evaluation criteria are submitted by the institute to the relevant sectoral council for professional qualification development. Based on this conclusion, the council may approve and implement the professional standard. Implementation without the institute's conclusion is not permitted.

The Institute for the Development of the National Qualification System provides paid services for reviewing professional standard drafts submitted by the sectoral councils.

Review of professional standard drafts by the Institute for the Development of the National Qualification System:

• Implementation of high-quality and modern professional standards;
• Strengthening the integration of the labor market and education system;
• This is a necessary and important step to ensure the preparation of qualified and competitive specialists.
