– Exercise overall control over the development of sectoral qualification frameworks and professional standards, conduct their expert review, and coordinate activities for their implementation.
– Conduct expert review of educational programs in vocational, higher, and post-graduate education, vocational training, retraining, and professional development for compliance with the relevant professional standards or qualification requirements, and prepare conclusions.
– Establish, maintain, and improve the regulatory document fund related to sectoral qualification frameworks and professional standards within the National Qualifications System.
– Organize organizational, methodological, expert, and analytical support for the activities of sectoral councils.
– Ensure the formation and maintenance of the professional standards register.

– Cooperate with sectoral councils in developing rules and regulations for independent qualification assessment.
– Accredit qualification assessment centers, monitor their activities, and maintain their register.
– Periodically (both directly and indirectly) monitor the activities of accredited qualification assessment centers.
– Assist in overall control during the expert review of assessment tools developed for professional activities in independent qualification assessment.
– Participate in the implementation of the national register of persons holding an approved qualification.
– Monitor the entry of independent assessment data into the unified digital platform of the National Qualifications System.
– Assist in providing organizational, methodological, expert, and analytical support for the activities of qualification assessment centers.

– Analyzing the professional development system for specialists responsible for the development of the national qualifications system, and introducing differentiated programs that meet their needs and demands.

– Organizing professional development courses for specialists of sectoral councils responsible for developing professional qualifications, experts involved in reviewing sectoral qualification frameworks, professional standards and assessment tools, experts participating in assessment processes at qualification assessment centers, as well as specialists involved in the accreditation of qualification assessment centers, candidates for the position of director of a qualification assessment center, and employees of these centers.

– Participating in the software and technical regulation and development of the unified digital platform of the national qualifications system.
– Defining and implementing measures related to digitalization and public relations.
– Coordinating digitalization processes and monitoring the implementation of information systems and digital services.
– Developing technical and organizational measures to protect the confidentiality of electronic data.
– Ensuring the execution of tasks aimed at expanding the usability of services provided on the unified digital platform of the national qualifications system.

– Organizing the enforcement of the rule of law and legality in the legal application activities of the Institute;
– Monitoring the compliance of normative-legal and other documents being developed (adopted) by the Institute with current legislation, participating in the law-making activities of the state body, and coordinating the Institute’s structural units in preparing proposals for improving legislation;
– Increasing the legal culture and legal awareness of the Institute’s employees, and conveying the content and significance of newly adopted normative-legal acts to them, including through modern information and communication technologies;
– Conducting contractual-legal and claims-litigation work and ensuring reliable protection of the Institute’s property and other interests.

– Timely and high-quality fulfillment of the duties and functions specified in this job description in accordance with established procedures;
– Conducting monitoring and analysis of the information space, organizing work on determining the forms, methods and level of response, as well as carrying out comprehensive dissemination of materials in the media, including the internet;
– Participating in and covering events, meetings, seminars, and roundtable discussions organized by the Institute for the Development of the National Qualifications System;
– Ensuring the creation and management of a database of photo, audio, and video materials related to the activities of the Institute for the Development of the National Qualifications System.

– Request the management to take appropriate measures to ensure the proper organization of accounting and control activities;
– Monitor compliance with established procedures for receiving, storing, and spending cash, inventory, and other valuables in structural units;
– Establish cooperation with relevant departments of government authorities, banking institutions, and other organizations on sector-related matters.

– Assisting in increasing each employee’s personal contribution to achieving the Institute’s objectives by continuously developing staff potential and ensuring their maximum participation.
– Making proposals for implementing effective measures to cultivate high professional ethics, anti-corruption culture, and appropriate attitudes among employees.
– Continuously improving the system of staff training, retraining, and professional development on a regular basis.
