The Institute for the Development of the National Qualification System has carried out a series of activities within the framework of international cooperation. Specifically:
- October 15–17, 2024: Participation in the regional seminar titled “Situations of Regional Cooperation on Skills and Qualifications in Central Asia” held in Bishkek under the DARYA project.
- November 5–7, 2024: Participation in a study visit to Lyon, France, organized by the European Training Foundation (ETF) on the topic of “Recognition of Non-Formal and Informal Learning.”
- December 4–5, 2024: Participation in a high-level group meeting held in Tashkent under the DARYA project with the participation of ETF. The meeting was attended by deputy heads of ministries of education and labor from Central Asian countries, European Union officials, as well as representatives of international organizations such as the European Bank for Reconstruction and Development, Asian Development Bank, and UNICEF.
- April 14, 2024: A meeting was held between the Institute’s leadership and the World Bank mission. During the discussion, the project “Transforming Higher Education: Effective Governance and Quality Assurance” (2026–2030), with an estimated budget of USD 110 million, was reviewed in detail. The active involvement of the Institute and the National Agency for Quality Assurance in Education in this initiative was also discussed.
- May 22, 2025: An international scientific-practical conference on “Current State and Prospective Tasks in the Development of the National Qualification System” was held jointly by the Institute and UNESCO. More than 100 foreign and local experts, members of sectoral councils, and representatives of international and national educational organizations participated. A collection of articles and abstracts was prepared and distributed among the participants.
- In collaboration with HELVETAS (Switzerland) and the National Agency for Quality Assurance in Education, a methodological guide on the development of outcome-based educational programs according to professional standards was created.
- Memoranda of cooperation were signed with authorities responsible for national qualification systems in Turkey, Albania, Estonia, Russia, and Kazakhstan within the framework of the National Qualification System development.
- Within the DARYA project, Module 2 of the European Training Foundation, three regional professional standards were developed. Additionally, three national professional standards projects were drafted, with approval to participate in the next project aimed at establishing a validation system.
- Under the VET4UZ project, in collaboration with UNESCO, GIZ, and HELVETAS, around 20 seminar-trainings were conducted between January and July 2025 for Institute staff and secretaries of sectoral councils, with participation from experts from Albania, France, Estonia, and New Zealand.
- In cooperation with DVV International, the national report “Adult Learning and Education in Uzbekistan: Current Situation and Development Perspectives” was prepared. This report focuses on integrating adult learning and education (ALE) into the concept of lifelong learning and was developed with the participation of specialists from the National Commission for UNESCO under the Cabinet of Ministers, the National Agency for Quality Assurance in Education under the Administration of the President of the Republic of Uzbekistan, DVV International Uzbekistan, and local partner organizations, with financial support from the German Federal Ministry for Economic Cooperation and Development (BMZ).
- For the 2026–2030 period, a subcomponent has been included in the “Vocational Education Modernization for Green Economy” project, implemented with the participation of the Asian Development Bank, focusing on the development of the Institute and the National Agency for Quality Assurance in Education. USD 1.5 million has been allocated for this subcomponent.
- In cooperation with UNESCO, a concept for recognizing skills and qualifications acquired through non-formal and informal learning (Recognition of Prior Learning – RPL) is being developed. A working group composed of representatives from the Institute and the Assessment Centers has been formed, and work on the concept is actively ongoing.
