International Cooperation in the Development of the National Qualifications System

Uzbekistan is taking important steps to develop the National Qualifications System, ensure the quality of education, and establish integration between the labor market and the education system. These efforts also aim to expand opportunities for lifelong learning and to create favorable conditions for individuals to continuously develop their professional careers.

For this purpose, the National Institute for the Development of the Qualifications System, in cooperation with UNESCO, organized another four-day seminar-training. The event was attended by the Institute’s staff, representatives of the Sectoral Council, and qualified experts from various professional fields.

As part of the Concept for the Development of the National Qualifications System in the Republic of Uzbekistan until 2030 and its accompanying Roadmap, the seminar featured presentations by international experts Olav Aarna and Jean-Marc Castejon.

In particular, the experts shared practical recommendations with participants based on models applied in Estonia and France, highlighting the criteria used for defining qualification standards and learning outcomes in those countries.

During the seminar-training, specialists in the field discussed ways to regulate labor relations based on new-generation occupational standards, improve higher and vocational education programs, and elevate the quality of personnel training to a new level. Participants also exchanged views on ensuring international recognition of qualifications and integrating national qualification levels with those of leading foreign countries.

This initiative represents another step toward aligning Uzbekistan’s qualifications framework with international best practices and strengthening the country’s human capital development.
