On-Site Professional Development Courses for Professional Qualification Assessment Experts Held in Kungrad District

On-site professional development courses for experts involved in professional qualification assessment were organized at Kungrad Soda Plant LLC, a foreign-invested enterprise located in Kungrad District of the Republic of Karakalpakstan.

The training courses were conducted to enhance the professional knowledge and practical skills of experts engaged by sectoral councils for the development of professional qualifications in qualification assessment processes, as well as to prepare them to conduct assessment procedures objectively, transparently, and effectively in accordance with established requirements.

Over the course of five days, participants acquired essential knowledge and skills in such areas as the structure and development priorities of Uzbekistan’s National Qualifications System, the legal and regulatory framework governing the professional qualification assessment system, the activities of qualification assessment centres, sectoral qualifications frameworks and occupational standards, as well as international practices in professional qualification assessment.

Particular emphasis during the course was placed on integrating theoretical knowledge with practical application. Participants actively engaged in practical sessions focused on developing assessment criteria based on occupational standards, translating professional requirements into real work functions and examination tasks, designing high-quality test items for the theoretical component of professional examinations, and adapting practical tasks to actual production processes.

The training also covered in detail the development of assessment tools and criteria used in professional examinations, the assessment of applicants’ theoretical knowledge and practical skills, ensuring objectivity and minimising subjectivity throughout the assessment process, as well as the calculation, consolidation, and formalisation of assessment results.

At the final stage of the course, particular attention was given to the role and responsibilities of an expert during professional examinations, observing applicants’ performance and recording evidence underpinning assessment decisions, procedures for handling complaints and appeals concerning examination results, risk management in expert activities, and matters of professional responsibility and ethics. A final assessment test was also conducted to evaluate participants’ mastery of the knowledge and skills acquired during the course.

The on-site format of these professional development courses is particularly significant in strengthening experts’ knowledge and practical competencies in direct alignment with the regional context and real production environment. It also contributes to ensuring a consistent approach, objectivity, transparency, and quality in professional qualification assessment processes.

A qualified expert is the foundation of reliable assessment, while reliable assessment is an important guarantee of the proper recognition of skilled professionals.
