A Qualification Assessment Center is a legal entity accredited in accordance with the legislation to conduct independent qualification assessment.
Through the Unified Digital Platform of the National Qualifications System, Qualification Assessment Centers have access to regulatory documents, public services, and electronic services required for organizing and carrying out their activities.
A Qualification Assessment Center operates in accordance with the Model Regulation on Qualification Assessment Centers. Its main responsibilities include:
• developing assessment tools, submitting them for expert review by the relevant Sectoral Council, obtaining the Institute's opinion, and approving them in accordance with the established procedure;
• organizing and conducting professional examinations to assess, recognize (validate), and certify the outcomes of non-formal and informal learning based on professional standards and qualification requirements;
• developing proposals for improving legislation related to the National Qualifications System;
• introducing mechanisms to ensure transparency and impartiality in the qualification assessment process.
To carry out its activities, a Qualification Assessment Center must undergo accreditation in accordance with the procedure established by law. Accreditation is conducted on the basis of the Administrative Regulation for the Provision of the Public Service for the Accreditation of Qualification Assessment Centers.
The authorized body is the Institute for the Development of the National Qualifications System.
The applicant (the director of the Center or their authorized representative):
• may apply in person to a Public Services Center;
• may submit an electronic application through the Single Interactive Public Services Portal.
The following documents must be submitted in PDF, PNG, or JPEG format:
• a document confirming the authority of the Center director or the authorized representative;
• a certificate of state registration of the legal entity;
• a recommendation from the relevant Sectoral Council concerning the accreditation of the Center;
• information on at least three candidates who are planned to be engaged as Assessment Experts;
• assessment tools developed for the professions (qualifications) for which independent qualification assessment is planned.
• the authorized body conducts a preliminary review of the documents within 3 working days;
• the Accreditation Team examines the Center's activities within 15 working days, either through an on-site visit or remotely;
• the Accreditation Commission makes a final decision within 5 working days;
• if a positive decision is made, an accreditation certificate containing a QR code is issued within 3 working days.
The accreditation certificate is valid for 5 years.
