Applicant

An Applicant is an individual who has applied to a Qualification Assessment Center in accordance with the established procedure for independent qualification assessment.
Through the Unified Digital Platform of the National Qualifications System, applicants can access the information and electronic services required for independent qualification assessment.

Qualification Certificate and Qualification Passport

Based on the results of the professional examination, the applicant is issued one of the following documents:
• A Qualification Certificate is a document confirming that the applicant's professional qualification meets the requirements for performing job functions in a specific profession (qualification).
• A Qualification Passport is a document confirming a positive assessment of the relevant qualification prescribed by a professional standard or qualification requirement for assigning qualification grades to workers.
The Qualification Certificate and Qualification Passport are valid for 5 years.

Selecting a Qualification Assessment Center

The Unified Digital Platform of the National Qualifications System maintains a register of all accredited Qualification Assessment Centers. Applicants may choose the most suitable Qualification Assessment Center based on their profession (qualification), region, and other criteria.

Procedure for Submitting Documents for the Professional Examination

To participate in a professional examination, the applicant must submit the following documents electronically in PDF, PNG, or JPEG format:
• an application to participate in the professional examination;
• a copy of an identity document;
• documents confirming achievements attained during professional activity (diplomas, certificates, and other documents);
• when applying for a higher qualification level, documents confirming the lower qualification level;
The Qualification Assessment Center reviews the documents within 5 working days, after which a notification of admission to the professional examination is sent through the Unified Digital Platform of the National Qualifications System.

Procedure for Conducting the Professional Examination

The professional examination is organized within 30 working days in accordance with the decision of the Qualification Assessment Center.
The professional examination consists of the following parts:
• theoretical (testing or interview);
• practical
The interval between the theoretical and practical examinations must not exceed 2 working days.
The professional examination process is video-recorded and retained for the prescribed period.

Obtaining the Results

An applicant who successfully passes the professional examination may, within 5 working days, download a Qualification Certificate or Qualification Passport containing a QR code in electronic form from their personal account on the Unified Digital Platform of the National Qualifications System.
The Qualification Certificate and Qualification Passport are automatically entered into the relevant register.

Procedure for Filing an Appeal

An applicant who disagrees with the results of the professional examination has the right to submit an appeal to the Qualification Assessment Center in written or electronic form within 3 working days from the date on which the results are announced.
The appeal is reviewed within 10 working days by the Appeals Commission established by the Center.
