Following the meeting, the parties signed a Memorandum of Cooperation. The primary objective of the memorandum is to improve the independent qualifications assessment system, expand cooperation with qualifications assessment centres, and introduce WorldSkills occupational standards and international best practices into the national qualifications system. During the meeting, particular attention was paid to improving the quality of occupational skills assessment, organising professional examinations in accordance with international standards, developing assessment tools and criteria, and strengthening the professional capacity of assessors. Under the signed memorandum, the parties intend to develop cooperation in the following areas: 🔹 Improving the independent qualifications assessment system — developing joint proposals to improve the relevant regulatory and legal documents and methodological mechanisms. 🔹 Introducing WorldSkills occupational standards — supporting the gradual implementation of international standards and assessment methodologies in the operations of qualifications assessment centres. 🔹 Developing practical examination infrastructure — cooperating in the establishment of practical examination facilities equipped with modern technological equipment and designed to reflect real-world working and production conditions. 🔹 Developing assessment tools and criteria — preparing practical examination tasks based on occupational standards, improving assessment criteria, and establishing a bank of examination tasks. 🔹 Strengthening expert capacity — training qualifications assessors, enhancing their professional competencies, and organising joint seminars, training sessions, and practical workshops. 🔹 Digitalising assessment processes — introducing electronic assessment systems and exploring and applying international best practices in the organisation and delivery of professional examinations. The memorandum also provides for the development of international cooperation, the exchange of experience with foreign organisations and experts, and the implementation of joint projects. This cooperation will contribute to strengthening the institutional and methodological foundations of the occupational qualifications assessment system, ensuring objectivity, transparency, and quality in assessment procedures, and further developing the national qualifications system in line with international standards.
